An HR audit is a systematic review of the HR function's regulatory compliance, process efficiency and alignment with business strategy. Ahead of an annual plan or when a new CHRO/HR Director takes office, an audit gives the clearest answer to the questions "what do we have, where are our gaps, where should we focus?"
The checklist below is compiled from the framework IC Consulting uses in its consulting projects. It contains close to 60 control points across 8 categories. Marking each item as Yes / Partial / No gives you a quick maturity snapshot of your own organization.
If you would rather turn this checklist into an AI-powered report in 12 minutes instead of running it manually, at the end of the article we will point you to IC Consulting's HR Check-Up tool — it covers the same 8 categories and provides an industry benchmark.
1. Regulatory Compliance and HR Operations
This is the foundation of the audit. A gap here puts everything else at risk.
- Are personnel files complete, up to date and stored in a GDPR/KVKK-compliant way?
- Does payroll run without errors, and are social security and labor filings on time?
- Are employment contracts, policies and HR procedures aligned with current legislation?
- Are OHS trainings, risk assessments and equipment checks properly documented?
- Are overtime, leave and annual vacation tracking automated and auditable?
- Are privacy notices, consent forms and retention periods documented?
- Is there a standard offboarding procedure (release, exit interview, reference)?
2. Recruitment and Employer Branding
- Does every open role have an up-to-date job description and competency profile?
- Are time-to-hire and cost-per-hire measured?
- Is the candidate experience (apply → feedback → offer) defined and tracked?
- Are structured interview kits and scoring rubrics used?
- Are reference checks, background checks and the offer process standardized?
- Is there an active employer branding strategy and LinkedIn/careers presence?
- Are there internal referral programs and internal job posting mechanisms?
3. Onboarding and the First 90 Days
- Is there a structured onboarding program for new hires?
- Are 30-60-90 day goals shared in writing?
- Are buddies/mentors assigned to new employees?
- Is there a structured evaluation at the end of the probation period?
- Is early attrition (first-year turnover) tracked?
4. Performance Management
- Does every employee have written, measurable annual goals (KPIs/OKRs)?
- Are goals aligned with (cascaded from) company strategy?
- Is at least one mid-year check-in conducted?
- Are at least two feedback conversations held in a standard rhythm each year?
- Is there a clear PIP (Performance Improvement Plan) procedure for low performance?
- Are results made consistent through a calibration meeting?
- Are high-potentials (HiPos) identified and placed on a separate development track?
5. Compensation and Benefits
- Is there a current salary structure (grades & bands) calibrated with market data?
- Has a job evaluation / grading exercise been done in the last 2-3 years?
- Are pay decisions bound by a transparent and consistent procedure (not manager discretion)?
- Is the benefits package (private health, pension, meals, transportation) benchmarked?

- Is an HRIS/HCM system used as the single source of truth?
- Do payroll, performance, recruitment and learning systems integrate?
- Is an HR dashboard presented to the board / CEO on a regular basis?
- Have AI-supported tools (resume screening, chatbot, predictive analytics) been evaluated?
- Have data security and privacy compliance for HR systems been audited?
After the audit: scoring and action
Give 2 points for each "Yes", 1 for "Partial", 0 for "No". Compute the percentage score per category. Our experience shows:
- 80% and above: The function is mature; the focus can shift to transformation and innovation.
- 60-80%: The foundation is solid; targeted deepening is needed in specific categories.
- 40-60%: There are critical gaps; a roadmap should be built around the top 3 categories.
- Below 40%: Structural transformation is required; external audit/consulting support is recommended.
From manual audit to AI-powered report
Running this checklist manually takes 1-2 days; scoring the results and comparing against sector data is a separate exercise. IC Consulting's HR Check-Up tool distills these exact 8 categories into 39 questions, completes in 12 minutes and produces an AI-powered report specific to your organization — including sector benchmark, maturity score and priority recommendations.
The methodology, developed with our 25+ years of corporate experience, is used by both SMEs and large enterprises. For categories you want to go deeper on after the audit (corporate culture, workforce planning, digital maturity), we also offer dedicated specialized check-ups.
An HR audit is not a one-off exercise; when repeated on an annual rhythm, it strengthens accountability to leadership and makes the strategic value of HR visible.
